Compliance Officer

Summary
Responsible for enforcement of state and county license and revenue
laws, and laws and regulations pertaining to solid waste disposal in the
county. Plans and coordinates the work of deputy
license inspector engaged in the enforcement of revenue laws and collection of
license fees. Responsible
for responding to complaints regarding illegal dumps and assuring that citizens
are subscribing to garbage pick up.
Incumbent is responsible for compliance with, and enforcement of, the
County Self-Governance Act approved by County voters.
Essential Job Functions
A. Assure
that businesses are properly licensed and that manufactured homes are in
compliance with the license tax laws
1. Verify that valid business licenses
have been obtained, using field inspection and
computer searches
2. Notify delinquent businesses to
make proper license payment
3. Follow-up to assure compliance with
notices
4. Perform inspections on transient
businesses to verify proper license has been secured
5. Compare city business license lists
to county lists to identify businesses, and conduct follow-up as needed
6. Conduct manufactured home
inspections to assure compliance with Ad Valorem
and
registration laws
7. Inform responsible persons of
violations discovered and seek voluntary compliance
8. Initiate legal action to force
compliance with relevant laws, including arrest if necessary
9. Prepare periodic reports detailing
activities
B. Plan
and coordinate the work of departmental personnel
1. Communicate with staff make
assignments and to determine the area that he or she
will
be inspecting.
2. Receive reports of completed work,
such as number of inspections, number of violations,
notices issued, etc.
3. Assist in follow-up activity as
needed
C. Serve
as solid waste officer to assure that citizens are subscribing to garbage pick
up service and to identify and eradicate illegal dumps
1. Respond to complaints regarding
illegal dumps by investigating the complaint,
identify
landowners, and attempt to identify
individuals who are dumping illegally
2. Inform landowners of the dump and
provide an opportunity to clean it up
3. Identify the location of illegal
dumps while conducting field inspections and take appropriate action
4. Post signs indicating possible
penalties for illegal dumping in areas prone to
dumping
5. Initiate legal action if landowners
do not clean up dumps on their property
6. Arrest individuals caught dumping
illegally
7. Coordinate with the company
contracting with the county for garbage pick-up
regarding
service for all county residents
D. Insure compliance with the
Self-Governance Act and enforce all aspects of the Act
1. Enforce the seven (7) ordinances of
the Self-Governance Act as they apply in the areas of
weeds, junk yards, litter, noise, pollution, sewage and
animal control
2. Interface with local law
enforcement agencies, the Alabama Department of Public
Health,
ADEM, EPA, and local fire departments on issues regarding the Alabama Self-
Governance
Act
3. Respond
to the public on items and complaints involving the application of the
Self-Governance Act
4. Communicate
with the press and other news media concerning progress in enforcing the Act
5. Prepare
periodic reports to the Commission, as well as those required by local, state,
and
federal governments regarding enforcement of the Act
Minimum Qualifications
Associate’s degree in business
administration, public administration, accounting, psychology, sociology,
criminal justice, or related field plus two years of work experience which
involved public contact. County Revenue
Officers Certification and Bachelor’s degree in any of the above disciplines
preferred
Other: Valid
Driving License
Certified as a Law Enforcement
Officer by the Alabama Peace Officers
Standards
and Training Commission (APOST)
