Summary

 

Provide clerical support for License/Solid Waste Department, including greeting visitors to the office, answering calls, and complaints.  Prepare reports and conduct research regarding business licenses and mobile home registration and taxes.  Assist with assuring that citizens are subscribing to garbage pick-up, investigation of illegal dumps, and enforcement of the Self-Governance Act. 

 

Essential Job Functions

 

A.            Provide clerical support for License/Solid Waste Department, prepare and maintain records and reports, communicate with public and other government agencies

                1.             Greet visitors to the office and assist them with problems in the areas of licensing,              solid waste, and Self Government Act

                2.             Schedule meetings and appointments for Compliance Officer

3.             Communicate with cities within the county to share license information in order to assure compliance with laws

4.             Prepare forms, letters, memos and other documents related to business licenses, county garbage collection and illegal dumps

5.             Prepare revenue and other related reports comparing state/county/city business licenses

6.             Prepare and mail business license notices to new and/or delinquent accounts

7.             Order supplies and obtain purchase orders in accordance with established procedures

8.             Compute fees, penalties and interest due, and inform business owners in order to resolve citations

9.             Search computer and newspaper for new businesses, and determine whether license is needed

 

B.            Assure that businesses are properly licensed and that manufactured homes are in compliance with the license tax laws                                                                                                  

                1.             Identify businesses and verify that valid licenses have been obtained using field                                                                 inspection and computer searches

                2.             Compare city business license lists to county lists to identify businesses, and conduct         follow-up as needed

                3.             Conduct manufactured home inspections to assure compliance with Ad Valorem    

                             and registration laws        

                4.             Inform responsible persons of violations discovered and seek voluntary compliance

               

C.            Assist solid waste officer in assuring that citizens are subscribing to garbage pick up service, follow-up on complaints, and assist in identifying and eradicating illegal dumps

1.             Investigate complaints of illegal dumping, as assigned, by identifying landowners, and attempt to identify individuals who are dumping illegally

                2.             Inform landowners of the dump and provide an opportunity to clean it up

                3.             Post signs indicating possible penalties for illegal dumping in areas prone to

                            dumping

                5.             Refer to supervisor for legal action if landowners do not clean up dumps on their property

                6.             Coordinate with the company contracting with the county for garbage pick-up

                             regarding service for all county residents

D.           Assist with assuring compliance with the Self-Governance Act

1.           Assist with enforcing the ordinances of the Self-Governance Act, including junk

                yards, litter, pollution, and sewage

               2.          Cooperate with local law enforcement agencies, the Alabama Department of Public

                                Health, ADEM, EPA and local fire departments on issues regarding the Alabama Self-

                                Governance Act

              

Knowledge, Skills, and Abilities

 

  1. Knowledge of modern office practices, procedures, systems and equipment including computers and software
  2. Knowledge of Titles 22 and 40 of the Code of Alabama
  3. Knowledge of the Self-Governance Act of Alabama as approved by the voters of Marshall County.
  4. Knowledge of county codes and ordinances including rules and ordinances of the Alabama Self-Governance Act
  5. Knowledge of the law and regulations pertaining to solid waste disposal and illegal dumping
  6. Knowledge of mathematics sufficient to compute fees and penalties due
  7. Knowledge of the principles of communication
  8. Knowledge of the geography of the county including streets, and highways
  9. Ability to use and operate office equipment such as computer, calculator, copy machine, fax machine, telephone system, two-way radio, etc.
  10. Ability to convey clear explanations of the laws and regulations to citizens in a courteous and tactful manner
  11. Ability to operate a motor vehicle in a safe manner
  12. Ability to deal with irate citizens in a firm but polite manner
  13. Ability to read and interpret laws and regulations pertaining to revenue collection, solid waste, and self governance
  14. Ability to operate a computer in order to search and establish data bases
  15. Ability to inspect businesses and manufactured homes to determine if the proper licenses are displayed
  16. Skill in dealing with people in tense situations and gaining compliance from violators

 

 

Minimum Qualifications

 

                High school diploma or GED certificate plus 3 years of clerical experience, or an equivalent combination of education and experience.  NIMS certification from FEMA is preferred
