5.2.8 Determination of Pay Level. When an employee is selected to fill a vacancy, the employee's pay level will be established in accordance with the following criteria:
5.2.8.2
Promotions. When an employee is promoted to a new job,
his/her pay level will be established at least at the minimum pay level for the
new classification pay grade of his/her new job. The employee’s increase in pay will be established at the closest
level of pay that is above his/her previous pay level. The actual amount
of wage increase will be approved by the Personnel Board; based on a promotion
recommendation from the appointing authority.
5.2.8.3
Demotions. When an employee is demoted to a new job,
his/her pay level will be established at the same or relative position in the
pay grade and step for his/her new job that it was in the pay grade for his/her
prior job. The employee will be placed
at the new grade and step that he/she would have acquired if they had
previously held a position within that classification. Under no circumstances
will a demoted employee’s pay exceed the maximum level of pay or be less than
the minimum rate for the pay grade of his/her new job.
The Personnel Board will approve the actual amount of wage decrease.
7.3
PROCEDURES.
When an appointing authority determines that he/she wishes to demote an employee, the following procedures will be followed.
7.3.3

his/her prior job. The employee will be
placed at the new grade and step that he/she would have acquired if they had
